1. Archive agency document --- Allow user to destroy an agency document
When checked, user can:
Delete any document in the agency's "Documents" section
2. Update agency document --- Allow user to upload and edit an agency document
When checked, user can:
Change the name, description or file of any of the documents in the agency's "Documents" section
3. View agency document --- Allow user to view agency documents
When checked, user can:
View the agency's "Documents" section and all documents uploaded
